The short answer is, apparently, they don’t. Relatives and friends and the U.S. government float these long-term non-participants in the workforce, most of whom are doing little to improve themselves or their chances of employment.

This goes for every social class. Upper class people would immediately give themselves away if they tried to blend into a working class environment

We use a number of mechanisms to create a sense of community. In many ways, the most important of these is a shared worldview. If I see the world as you do, speak the same language, have the same moral attitudes and believe in the same explanations for why the world is as it is, it signals that we probably grew up in the same small community. And that makes it more likely that we can trust each other. And in small communities, one reason we can trust each other is that we are very likely kin. Other cultural markers such as common dress codes, hair styles, pottery designs and dialects also signal membership of a community.
While we are stuck with relatives whether we like them or not, we do at least choose whom to make friends with. So whom do we choose as friends? We asked a large number of people to think of a particular friend in each of the three outer layers of their social network (the 15, 50, and 150 layers), and then say whether or not they shared any of a long list of traits with each of them. The results suggest that there are six main dimensions to friendship: shared language, shared place of origin, similar educational history, shared interests and hobbies, shared worldview (similar political views, religion and/or moral attitudes) and shared sense of humour. Sharing any two or more of these creates a friendship of a given level of emotional closeness; sharing more creates a proportionately stronger one. These six dimensions seem to be pretty much substitutable: any three of them will yield a three-star friendship, and it doesn't matter too much which three dimensions you happen to share. More importantly, your willingness to behave altruistically towards a friend, to help them out in time of need, also depends on the number of these trait dimensions you share. Thus, it seems that, despite what we suppose, friendships are born not made. We may have to make do with the ones we find, but the quality of the friendship and how long it lasts will be poorer the fewer traits we share.
Notice that all the traits that underpin friendship are cultural in origin: none of them is biological and fixed. This is important precisely because cultural traits identify the community we come from: sharing cultural traits of this kind provides cues of which community we were born into. More importantly, it allows these badges for community membership to change over time, which itself helps to signal that your membership is up to date. It also helps, as Daniel Nettle and I showed in a computer model, to control freeriders. If you know the style and can walk the walk, it must be because you grew up there; this makes it difficult to come into a community as a stranger and learn the local 'style'. Signaling community membership provides a guarantee of your honesty because the community itself stands guarantor for your behavior. (Human Evolution: Our Brains and Behavior)
